For example, if you use a small amount of energy each month, you expect to be rewarded — right? Unfortunately, nearly all electricity plans from Texas REPs are advertised as costing more per kWh the less electricity you use. It’s a little like buying in bulk: Providers often discount your bill when you cross certain kWh thresholds. For instance, one 12-month plan from StarTex Power quotes 8.1 cents per kWh for 1,000 kWh a month and 8.8 cents for 2,000 kWh per month, but 12.1 cents for 500 kWh per month. Why the difference? Customers get $35 back each month if they pass 1,000 kWh of use, and another $15 back per month if they cross 2,000 kWh. In this case, using half as much electricity as your neighbor on the same plan wouldn’t get you half the bill.
The weakest S&P 500 subsector during 2014 was Oil and Gas Drilling, down 46%, which wasn’t very surprising, considering the price of oil dropped 50% from its peak in June through the end of the year. That subsector has risen 6% this year through Monday’s close, showing that there’s plenty of buying taking place. Most other subsectors within energy declined last year, but only three have risen so far in 2015.
Which ones the best? Like all things energy, it depends. Do you prefer predictability, or do you like the idea of potentially saving some cash by monitoring the market? Our (albeit conservative) recommendation: Fixed rate is probably best. Energy prices are on the rise — the U.S. Energy Information Administration predicts a 3 percent increase in residential electricity prices in 2018.
Technology also provides a long-term answer, even if it contributes to the problem in the short-term, as described earlier. As renewable power and storage technologies become cheaper and more efficient they will gradually allow for the implementation of cheaper mini-grids and smart grids, increasingly within the reach of the really poor, even in urban areas. Perhaps, grids will one day become marketplaces allowing people to sell excess power from their solar installations to those who have a need for power at that time. Prices can be set dynamically to allow supply to match demand.
Ironically, technology can make the utilities’ problem worse, not better—at least in the short term. In the past, grids were developed because it was cheaper to generate large quantities of power and distribute it over wide distances, rather then generate smaller quantities closer to the place of use. It is for this reason that electricity is seen as a business that benefits from “economies of scale”.
There’s some smart money placing big bets on a rebound for oil. Blackstone Group LP BX, +2.42% President Hamilton “Tony” James said last month that the company was “scrambling” to invest up to $10 billion in energy companies, according to Bloomberg. Blackstone CEO Stephen Schwarzman said during the company’s earnings call on Jan. 29 that the majority of Blackstone’s energy investments were “oil-price agnostic, including energy-transportation infrastructure where we have off-take agreements, merchant power, renewables and other types of energy-oriented investing.”
Even though customers in deregulated cities routinely pay more for electricity, there is a bright spot. The gap between the average price paid for electricity between deregulated cities like Houston and regulated cities like San Antonio have dwindled to the narrowest point ever to 8.8 percent. Back in 2006, customers in deregulated cities were paying nearly 47 percent more for electricity than their counterparts in regulated cities.
