Residential real-time pricing customers pay electric supply prices that vary by the hour. To make a meaningful comparison between variable RRTP rates and RES offers, customers should compare their past electric supply cost savings from the total Electric Supply section of the bill, provided by their RRTP provider, with an electric supply cost savings estimate provided by RESs. Alternatively, customers can compute their average real-time hourly price in cents per kWh (each month the average real-time price is equal to the total of the Electric Supply section of the bill divided by the monthly kWh) to compare with RES offers posted in cents per kWh. Customer should bear in mind, however, that because RRTP rates vary over time, past savings do not predict future savings, but only serve as a guide to compare past performance.

Fixed-Rate Plans: These plans are steady and predictable; the price per kWh you sign up for will remain that same for the entirety of your contract. (The only changes in your bill will be from forces outside of your REP's control, like changes in TDU fees, or changes in federal, state, or local laws.) Often fixed-rate plans will have a slightly higher price per kWh than others, but you're paying for the predictability. They're great if you live by your budget – and even greater if you happen to sign up when rates are low. The fixed-rate plans of our five Texas providers typically started at 12 months, with some extending up to three years, but we spotted a couple from Reliant that offered fixed rates for six month contracts as well.
But they are not pessimistic about the sector. “The good news is that renewable energy has – at least on a levelized cost of electricity, or LCOE, basis – clearly achieved the long-awaited goal of grid competitiveness,” they say. Both onshore wind and solar projects have won auctions, in Morocco and Chile respectively, with bids of $30/MWh or less in the last 12 months. “These must be the lowest electricity prices, for any new project, of any technology, anywhere in the world, ever. And we are still going to see further falls in equipment prices,” they assert.

Say you often travel for business during the week, and are only home cranking the air conditioner on weekends. If your energy use skews to 55 percent weekend use (for Reliant, that means 8 pm on Friday through 12 am Monday), suddenly Truly Free Weekends becomes a much better deal.

This means you, the consumer, are in a better place to reap the benefits when the energy market falls — but it also means you're at risk for hikes in prices, whether as a result of natural disasters or the provider's bottom line. Variable plans always offer a full year of price history to show the average price per kWh so you can get a sense of what you're getting into (like this one from Reliant) and know this: Variable plans don't have cancellation fees. You can cut your service at any time — a huge incentive for REPs to keep their prices reasonable.

Texas deregulated most of the state's electricity markets in 2002, a move aimed at lowering electricity costs by letting consumers choose their own electric power providers and their own plans. Some parts of Texas continued to be regulated, including those that get power from municipal utilities, electric cooperatives and investor-owned utilities that operate outside the state's primary power grid.
2.     Fraud:  Too many people have been victimized by glib sales reps with promises of cheap electricity flowing in an unending stream only to discover that, as is so often true, “it ain’t necessarily so”.  They’ve been locked into unwanted term contracts or there’s a catch – some utilities will give you the great rate only if you meet a usage minimum; basically, the “rate” is, in actuality, a “bulk purchase” discounted fee – or they paid a deposit never to hear from the rep again.

Another unwelcome side effect of not knowing your average monthly kWh usage level is that you may end up paying more than you expect.
